For a united Arunachal but

Dear Editor,

The members of  Tator Clan, who have been residing in Upper Subansiri District since time immemorial and had identified themselves as ‘Tagin’, a constitutionally recognized major Tribe of Arunachal Pradesh.

But some confusion has arisen about our clan due to wrongful statement given by someone during recently concluded Galo Baanv Kvba. The people of the Tator Clan whleo-heartedly welcomed the V111 Galo Baanv Kvba at Dumporijo and infact, tried to extend all possible help to the local organizing committee, as we believe that our state can really progress and peace be maintained only if all the Tribes of our state does believe in peaceful coexistence, co-operation and above all respect and regard each other's thoughts and sentiment.

But during conclave it was really shocking and painful for us when it was informed that one ‘Tanio Nguki’ was allowed to address the gathering, wherein, he declared himself to be a ‘Galo’, without the knowledge, consent and opinion of the members of the entire clan.

As a matter of fact, any person bearing the ‘Nguki’ title is the natural member of the Tator Clan, based on the genealogy count according to the practice prevailed in the Tagin Tribe. Furthermore, when the entire Tator Clan identifies itself with Tagin Tribe, how come a single person try to disturb our social fabric, by declaring himself to be a ‘Galo’? Is there any hidden motive behind his statement?  or is he trying to express his frustration and anger, in case, any of our co-clan members had aggrieved him at any part of his life and whether entire clan had failed to redress it.

Further, we are not against the ‘Galo’ community, but this matter is about the image of our clan and the disturbances that may be cropped up in the social fabric of our clan, due to the sentiments of a single person.

As a matter of fact, the members of the local organizing committee, whose wisdom and knowledge is beyond doubt, should have restrained Tanio Nguki from addressing the gathering, thereby explicitly symbolizing that they do really stand for peace, progress and ;prosperity.

So, to be precise, when it is clear that the entire Tator Clan comes under the Tagin Tribe, then there is no question beyond doubt, that the statement of a single person with malafied intention should not be accepted as true. In fact, his statement/pronouncement was baseless. Therefore, the entire Tator clan has decided that his statement should be taken back.

Further, I strongly feel that better sense should prevail and Galo community should not take our views to be targeted against them, as the Galo Community is bestowed with many intellectual people serving the State under various capacities. Our views need to be ventilated as because the statement of Tanio Nguki has really disturbed the sentiment of the entire Tator clan, therefore for the better existence of the clan we need to express our views in public.

Finally, we stand for a strong and united Arunachal and we hope that our views do not hurt any particular clan Tribe as this is not our intention.

Yours,

Pejee Uli,

President,

Tator Ko Welfare Society.

An individual’s decision

Dear Editor,

I’m more or less convince with K Tapok’s letter in which he has rightly pointed out the tendency of fleeting loyalty of politicians, in fact it’s common. At least in our state. In such matters, any reasonable citizen especially those having the quality of being a perceptive political observer must be able to put up with. Most of us have the habit of being too much judgmental towards anybody that we personally don’t know but have heard about, I strongly believe such criteria don’t qualify us to point fingers on others, especially for the facts that are personal. When an individual is not pleased or call it not interested in a party to any further extent, or have no vital role to play, then it’s up to that individual to make a decision on or to accept a transition which should just be tacit.

With reference to my points, I just want to put a little emphasis that anonymous person in making a correct dissemination of his/her opinion has somewhere gone way beyond in pointing out faults. Such irresponsible and derogatory comment made against T Taki, who is one of the senior most leaders of Pangin Boleng constituency is not only fatuous but also carries no substantial meaning; thus, any misleading claims involving a public figure damaging his reputation could confirm libel.

In fact, I see it nothing more than squabbling. It would have been much better if he/she could have divulged information about ongoing projects that are not being implemented properly and all those public money that is being looted.

Yours,

Haku Tatak

Itanagar, (on email).

The case of central funds and existing roads

Dear editor,

From the order number DONER/NLP/112/2007 Dtd 11/01/2010, I had came to know that Govt. of India had accorded administrative and financial approval of Central Financial Assistance under Non Lapsable Central Pool of Resources (NLCPR) amounting to Rs. 769.05 lakhs for construction of Kimin-Ziro BRTF to Krishi Vighayn Kendra Yachuli (5.500 km) in Arunachal Pradesh. The proposed road scheme exist since last eight years ago and its funny how someone could take centrally sponsored scheme for already existing road scheme.

PWD department is carrying out the work by doing minor renovation of already existing road and finishing those portion left earlier. while after getting information that payment has been made to contractors for Rs. 266.85 lakhs, I filed a RTI application to implementing agency PWD Arunachal Pradesh for furnishing documents like copy of NIT, copy of contractors' list, copy of NLCPR guidelines, copy of sanction letter from the Govt. of India New Delhi, Ministry of Development of North Eastern Region and copy of LOC issued for the contractors payment. But concern authority did not furnish me the NIT copy and contractors list. This shows that implementing agency (PWD dept) has an intention to hijack such a centrally sponsored scheme and thereby dis-regarding all codal formalities laid by sanctioning authorities while executing the project. For publicly transparency there is an need of urgent intervention by sanctioning authorities for the sake of public interest and it is also highly requested that 2nd instalment of fund should not be issued till all formalities are followed as per guidelines.

Moreover, now the point of question is that whether the sanctioning authority had allowed (permitted) the department to implement the scheme without following public tender notice (NIT). If so, the authority is requested to provide such a copy to me for my satisfaction, otherwise, I shall be compelled to appeal before the Court of Law for hijacking of the scheme and violating the norms prescribed by the sanctioning authority.

In case, if the issue is devoid of such order, the department may immediately be ordered to stop the work and call for NIT and till such procedure is followed, no sanction of the second 2°d instalment of fund be release further. In this regard I have written to DONER Secretary, New Delhi and lodged strong protest against such illegal act.

Yours,

Taba Rajen,

President,

Yachuli Mandal, BJP.

Allegation without basis

Dear Editor,

The so called Chandranagar Welfare Committee with its self styled President, Bem Maching and few others have been repeatedly taking to the local print medias with malicious allegations against the Junior Engineer (E) of Chander Nagar Sub-Station and the Executive Engineer (E) of Capital Electrical Division, after the arrest of Maching for his criminal acts.  Since, the allegations were not true and did not deserve attention to respond, undersigned ignored them.

When the department did not react them, Maching filed an application seeking certain information under RTI Act-2005 on 7th January 2011.  The reply with informations, those could be disclosed were provided to the applicant vide No. CED/Maching/RTI/2010-11/7456, Dated 20th January 2011.

In the opinion of undersigned, as a PIO, some of the information sought fell under the purview of Section 8 of the RTI Act-2005, for which I am not under obligation to provide them.  Accordingly, the applicant was advised to file an appeal to the appellate authority, as per Section 19 of the RTI Act. 2005, if he desired so.  Now, it appears from the media publication on 2nd and 3rd February that, instead of filing appeal to appellate authority, Maching with his associates have gone to the media with wild and utterly false allegations on me and my Junior Engineer (E) by name, which directly proves that his intentions are malafide and allegations are false.  Therefore, since I have been named personally along with Loa Tagang, my Junior Engineer (E), here while requesting you all to check the accuracy of facts of allegations before publishing such subjects which defame and assassinate characters of someone with false accusation without any reason, I stand to make the points of allegation clear and put the facts straight for your earliest publication, so that general public know the actual fact:

There had been no such scheme sanctioned for Chander Nagar Sub-Station under SPA on 31st March 2010.  So, question does not arise for any misappropriation of fund which have never been allocated or sanctioned.

“Renovation of Protection System of Chander Nagar 33/11 kV Sub-Station, Itanagar” has been sanctioned for Rs. 59.70 Lacs under SPA during 2010-11 only, vide No. PWRS/WEZ/EST-68/2010, only on 7th September 2010.  Scope of the scheme is entirely technical items to be provided, replaced and repaired.  There is no any scope of any civil work like earth work, drainage or walls or such other items those could be done by a normal local contractor, which the Maching is alleging.  DPR copy was provided to the RTI applicant.  If he feels the copy to be false, he should cross-check the one available at sanctioning authority office.  Hence, the allegation of using JCBs and tippers against the scheme is as meaningless as that.  Further undersigned do not own any JCBs and Tippers.  As such, when the financial year is still to end, the allegation of Maching of misappropriation of fund is utterly false and devoid of an iota of truth.

All the local media, based in Itanagar, know well that during 2007, one of the 2x5 MVA, 33/11 kV Power Transformer went out of order, for which there had been acute shortage of power supply nearly for a month or so.  That said transformer had got burnt due to problems in the protection system of the Sub-Station.  Therefore, the stated SPA scheme has been sanctioned after lots of persuasion for putting in place the devices and equipments of those protection systems, which have since been done and the citizens of Itanagar Capital City is enjoying the service thereafter.

Regarding the construction of walls, it is made explicitly clear that the much required security fencing of the Sub-Station had been taken up after repeated attacks and assaults on the staffs of the Control Room as well damages to Govt. properties by hoodlums of the area, like Maching.

Further, the stated wall is being taken up departmentally on the duly allotted plot of Sub-Station in place of existing chain-link fencing.  The land for Sub-Station was allotted way back in 1993 vide No. DC/LA-87/93; and the land had been well fenced with chain link fencings during the same year.

During that period, not a single public was residing nearby the Chander Nagar Sub-Station.  The entire area belonged to Industrial Estate adjacent to the Sub-Station land.  On the nearby vacant land, operational staffs of the Sub-Station had put up accommodation.  But later on, certain migrant people forced the staffs out of their plots for which those staffs accommodated inside the Sub-Station premises fencing at both sides of the main entrance.  The situation gave a really shabby look to the visitors of the Sub-Station for which undersigned after joining in the Capital Electrical Division relocated those staffs at the back side of Power House inside the Sub-Station premises, in order to create a hygienic entrance ambiance, by erecting a beautiful brick wall with floral provisions.  No any formal govt. scheme was ever there and till date for such job.  But, for the sake of safety and security to the operational staffs of the Sub-Station including giving a better look, the wall work got started with department staffs in June-July 2007.  Whereupon EAC, Itanagar passed an order Dated 19th July 2007 to undersigned stating certain complaint of some people that my department was not leaving provision for approach road to the allottees; and asked to appear with land allotment documents on 23rd July 2007.  The matter was attended and apprised by the concerned Assistant Engineer (E) vide No. CESD-II/E-13/2007-08/373-75, Dated 23rd July 207; (Copy enclosed as Annexure-VI).  Consequently, the site was jointly verified on 26th July 2007.  After the inspection, the EAC found no any wrong on the part of department and hence no any further order.  Content of the letter No. CESD-II/E-13/2008-09/394-96, Dated 12th August 2008 speaks clear, copy of which is enclosed as Annexure-VII.

Above facts clearly prove that the allegations of closing approach roads to Senki Colony and Division-IV is not only utterly false but maliciously fabricated.  Rather, the fact is that, department had, on humanitarian ground, left some portions of its allotted land at the Senkhi river side to allow public transportation to and from the Senkhi river quarry.

Now, as detailed above, despite absence of any scheme and fund, in order to provided safety and security includes beauty to the Sub-Station at the earliest, department started putting up permanent walls in place of existing chain link fencing, Maching started interfering and obstructing the department work on one pretext or the other and kept threatening the staffs and attempted to assault the Junior Engineer (E).  He also kept on misbehaving the officers of the department including undersigned more than one occasion.  Ultimately, in the intervening night of 13th and 14th December, Bem Maching brought down the half constructed wall, for which an FIR was lodged on 15th December 2010 to the Police Station leading to his arrest.

If Mr. Bem Maching and his associates do not apologies in the media for damaging the individual dignity of undersigned and my Junior Engineer with such false allegation in the media at the eyes of all the general public, that too repeatedly, we will be compelled to file defamation suit in the appropriate court of law.

And, I once more request the media to double-check before publishing such demeaning and defaming article on somebody without any supporting evidence just on the basis of any allegation put up by anybody against any one.

Yours,

T.K. Tara,

Executive Engineer (E),

Capital Electrical Division.

Why are we being ignored?

Dear Editor,

I would like to draw the attention of Mission Director, National Rural Health Mission (NRHM) towards the state of disappointment among the Health Assistants under the programme.

As per the revised scheme, salaries of NRHM staffs were enhanced and are being paid accordingly, excluding the Health Assistants. According to ROP salaries of H/A’s has been enhanced to Rs. 12,000 per month from Rs. 5,500 with arrears. But we are lost somewhere in the process. Like any other staffs, we also discharges our duties sincerely, no matter, which parts of state. But we are being ignored.

May we assume this inequality and injustice as a signal that, we are no more needed by the department?

Yours,

A. Dulom,

Siyum (on email).

Perverted few

Dear Editor,

This is in reference to one Dr. Kapang Ering’s letter dated January 31.

It is unfortunate that the doctor despite his qualification is yet to broaden the horizon of his  thinking in the line of social harmony and peaceful coexistence among Minyong & Galos. History tells that Minyongs and Galos are living together with love and peace since time immemorial in West and East Siang districts. If there are some differences it is only due to some handful of perverted and communal persons.  The common people of both communities never had a different vision. Our forefather never told us that this is Galo and that is Minyong land. We the officers or groups of both the community are always together not only in Mopin, Solung but also go hand in hand at time of in need.

It is surprising that the medical officer instead of bridging the society together is trying to create the communal colour in the name of the new District.

In any way, it may be his personal opinion only, definitely not by Adis and Galos. Adis and Galo are matured enough to judge such malign intention of the writer and such write up should not find any place in your esteemed column.

Yours,

Concerned officer,

Aalo (on email).
